The OC Health Care Agency handles environmental health for every one of the county’s thirty-four cities, so a caterer or truck permitted once can work from Fullerton to Mission Viejo without a second county. The cities and their HOAs still have their own rules about where a truck can park, and south county communities often require association approval for a truck at all.

Orange County is thirty-four cities pretending to be one place, laced together by Beach Boulevard, Harbor Boulevard, and the 5 and 405 corridors. Each city keeps its own permit counter and its own rules, so a contractor working countywide juggles a different process in Fullerton than in Mission Viejo.
